Building the foundations for learning in a complex family support system.

Cross-sector social welfare initiatives often aim to improve long-term outcomes for families, yet struggle to understand whether their work is being delivered reliably or making a difference—especially as programs scale across agencies and jurisdictions.

Commission & Launch:
The Helping Families Initiative (HFI) partnered with Improvement Collective to strengthen its ability to understand and communicate the impact of its work as it expanded across judicial circuits in Alabama.
Understand the System:
Working with HFI leaders, we documented the intervention pathway linking schools, district attorney offices, social workers, and families—making visible the sequence of actions required to support families facing chronic absenteeism and related challenges.
Focus the Work:
Together, we clarified the core purpose of the initiative: reduce chronic absenteeism and strengthen family stability by intervening early and coordinating services across systems.
Generate Ideas for Change:
Using practitioner knowledge and system mapping, we identified where better measurement could support learning—pinpointing key process steps, decision points, and early indicators of progress for families.
Learn in Practice:
We designed a measurement system that connected day-to-day work to meaningful outcomes, allowing leaders to distinguish whether challenges stemmed from implementation reliability, service access, or theory of change.
Sustain and Spread:
The resulting measurement framework provided a shared, transferable structure that could support consistent learning as the initiative expanded to new sites, even in the absence of real-time outcome data.

Rather than producing short-term outcome claims, this work strengthened HFI’s capacity to learn, adapt, and scale responsibly in a complex social service environment.
